DEVELOPER SOUGHT FOR MAJOR REGENERATION SCHEME

A developer is being sought for the redevelopment of the former Vaux Brewery site in Sunderland.

The scheme, led by urban regeneration company Sunderland arc, will be one of the North East's largest employment-led regeneration projects. It was given outline planning approval by the Secretary of the State in March 2007.

Sunderland arc and its partners One North East, English Partnerships and Sunderland City Council are looking for a developer to bring a new business district to the city centre with new offices, homes and hotels.

David Walker, chief executive, Sunderland arc, said: “Together with our partners we are now in a prime position to regenerate this crucial site with an employment-led scheme which will maximise the regeneration of the Vaux site.

“The new jobs it will bring will diversify the economy of the city centre now and for future generations.”

Eve Fawcett, a director at GVA Grimley, who are working with Sunderland arc to secure a development partner to work on the scheme, said: “This is a major project that will benefit the whole area by creating jobs, homes and attracting new investment into the region. The high quality office space on offer will greatly stimulate Sunderland's office market and will create a thriving business community that is integrated into the fabric of Sunderland city centre.”

Legal support for the project is being provided by Eversheds LLP, led by Adrian Stanley.

The developer procurement process will begin in September 8 with a launch event planned for September 24.

Sunderland arc
The Sunderland arc Task Group was originally appointed in June 1999 by the former Trade and Industry Secretary, Rt. Hon. Stephen Byers MP. This followed the closures and associated job losses at Grove Cranes and the Vaux Brewery, both of which were key private employers in traditional industries close to the city centre. The Task Group was charged with developing and implementing a strategic vision to tackle the severe economic and social problems facing a substantial area of Sunderland and its communities. The resulting framework set out a 15-year vision for the Sunderland arc area that would radically transform the heart of Sunderland.

Sunderland arc (Sunderland Area Regeneration Company Ltd) was formally established, as a private company limited by guarantee, by Sunderland City Council, One NorthEast and English Partnerships (the Founder Members) on 1 May 2002. The company is part of the government sponsored Urban Renaissance aimed at the transformation of the economic and social life of cities.
The Company's objectives - as set out in its Memorandum of Association - are to: 'assist, promote, encourage, develop and secure the regeneration of the social, physical and economic environment of the area and to re-establish it as a premier location for business, employment and housing'.


VAUX

Tesco bought the site in 2001 and submitted an initial application in October 2002 for a Tesco store, further retail and a small amount of residential. Sunderland arc submitted alternative plans in December 2002 and subsequently Tesco submitted a revised scheme which expanded on the mixed-use element in November 2004, which was appealed on grounds of non-determination in October 2005.

Sunderland arc’s plans, which aim to create 3,200 jobs, were called in by the Government in February 2006. In March 2007 the Secretary of State for Communities and Local Government approved the arc’s plans. This decision has been challenged by Tesco.

Alterations to Sunderland City Council’s Unitary Development Plan Central Sunderland were called in and a public inquiry took place in July 2006. In August 2007 an independently appointed Government inspector endorsed these alterations and concluded that major retail development should be confined to a central retail core which does not take in the Vaux site.
The UDP was formally adopted by the Council in October and in November Tesco announced it is to launch a legal challenge against this.

If negotiations between Sunderland arc and Tesco fail, One NorthEast has the statutory power to issue a Compulsory Purchase Order to acquire the former Vaux Brewery Site to support Sunderland arc's scheme.


UDP
The UDP is a blueprint for the future development of the city and lays down rules on what can be built where.
In August, following a public inquiry into the planned alterations to the UDP, an independently appointed inspector ruled that there should be no large scale retail on the Vaux site until at least 2012, strengthening the arc’s plans for a mixed-use development.
Tesco lodged its legal challenge on Wednesday 20th November, 2007.
